As David mentioned, it is possible that the pins that connect to the battery are bent or broken. Sometimes I have even seen a good amount of dust in them that makes it not connect well. I would attempt to do as David said and disconnect the battery and see if the computer turns on with just the power cord.
If the laptop is fully off and still doesn't charge then its the battery or other power related components. Might be time for a new laptop. If the battery is actually charged and the laptop doesn't turn on then same thing but including other parts such as motherboard or power button, power brick, etc... or you're not turning it on correctly.
OK, so the MagSafe connector was dirty which is why it was having troubles. When you replace a battery you need to let the system charge the battery fully, then you need to drain it fully and do a SMC reset. We do this again a second time! This calibrates SMC to learn the low point of the battery.
